"The proposal defeated soundly Tuesday night would have established a commission to track extraterrestrials. It also would have allowed residents to post their observations on Denver's city Web page and report sightings...."

Which is one reason why I'm not terribly upset that the Feff Peckman's alien-tracking measure got on the ballot. I don't think space aliens are among us, and 'the government' is keeping it a secret. As rousing a story as that would make. Think "The Invaders," with the federal and several state governments already infiltrated by the mushroom people.
Like I said, that'd make a rousing story.
I wondered about the implications of Mr. Peckman's idea getting on the ballot. I haven't studied the matter, but I seem to recall that in most places in this country, I'd be able to get a measure on the next ballot to, say, form a commission for investigating gerbils and their plot to take over Minnesota. Provided I could get enough people to sign up as supporting it.
If that's true in Denver, Mr. Peckman's concerns about collusion between space aliens and the government would seem to be part of the local culture's belief system. A local sub-culture, apparently: since the measure didn't pass.
They Control Denver, and They're Coming After YOU!!
On the other hand, let's say that Mr. Peckman's right. There really are space aliens living among us. The Government is covering it up.But wait! There's more!
The Government is covering up the existence of space aliens because
SPACE ALIENS HAVE TAKEN OVER THE GOVERNMENT!
AND DENVER!
AND NOW THEY'RE COMING AFTER YOU!!!
No: I don't believe that. At all.
But it would make a rousing story.
