I have no rights to the animated GIF - I recommend that you find the creator or owner of the file.
I found it on the MySigChat BETA" website, but did not find the information you need (I spent almost fifteen seconds!).
However, that website does have a CONTACT page, so you might be able to get the information - and permission - from them.
